Policy Advice
Formulating and advising the Minister for Lands and Mineral Resources on policies, standards and procedures relating to State land, land leased to State, land valuation, mapping, land and geographic information, surveying and land development. It will also include policy advice required of the Ministry by other Ministers

Ministerial Support Services
Provision of support services to assist the Minister for Lands and Mineral Resources meet the various responsibilities and obligations associated with being a minister, a member of the Cabinet and a Member of Parliament. The services primarily include preparation of the Minister's annual accountability documents to the Parliament; preparation of responses to Parliamentary Questions and inquiries and replies to general ministerial correspondence, speeches, press releases and secretariat support to the Minister.

Development of State Land
State Land is developed by the Department as well as Private developers. Where private developers are involved they are initially given development leases and on completion of the development registerable leases are issued to the lessees by the Director of Lands and Surveyor General. Where the land is developed by the Department, a term of years (eg. 99 years residential leases) are given to the lessees on completion of the developments

Administration of Leased State Land
This is done in accordance with the provisions of the relevant Acts and regulations e.g. ALTA, Crown Lands Act and Crown Lands Regulations. This involves the allocation of land and then ensuring that the lessees utilize the land as per the lease conditions and provisions of the Act under which it was leased.

Administration of Land Leased to State
Lands/premises leased to State including land leased by the State for public purposes. Native Land as well as some freehold land is at present on lease to the State. Premises leased by the State includes office accommodation and residential accommodation.

Transfer Payment Administration
Payment of municipal rates on undeveloped State Lands within the city boundaries and annuity payments to the Native Lands Trust Board for native lands acquired by State. This also includes the subsidizing of development costs to the poor for State lands developed for their resettlement.

Land Surveying Services
Provision of basic and primary survey infrastructure and the surveying of land acquired or leased for public purposes and Government use. Surveys are also carried out to subdivide land to issue registered leases to State tenants for security of tenure.
Also provides services to other government agencies such as the definition of land boundaries for government purposes, definition of disputed boundaries, the resolution of land boundary disputes and the investigation of surveys to determine survey accuracies.

Survey Plan Examination and Approval Services
Examination and approval of all land survey plans submitted with the Director of Lands & Surveyor General and the Registrar of Titles. Once thoroughly examined and approved, the plans are then used by Lands and Survey Department, Native Land Trust Board, Registrar of Titles and Housing Authority to prepare and issue. Titles and leases to the community.

Survey Equipment Calibration and Services
Annual calibration of all survey equipment used by surveyors in Fiji. This further involves the testing of survey equipment such as Theodolites and Electro Magnetic Distance Measuring machines to maintain and ensure standards and accuracy.

Land Valuation Services
Provision of property valuation services to Government and Local Authorities. This includes the periodic valuations and re-valuations of all properties within cities and towns and the collection, collating and analyzing of property data which provide the basis for valuation activities.

Surveyor and Valuer Registration Services
Registration of surveyors and valuers by the Surveyors Registration Board and Valuers Registration Board respectively. The Surveyors Registration Board operates under the jurisdiction of the Surveyor General and his office provides all the secretarial services to the Board which is empowered under the Surveyors Act to register all surveyors practicing in the country. Likewise, the Valuation Act requires that all practicing valuers are registered and directs the Valuers Registration Board to regulate the conduct of valuers and the practice of land valuation.

Surveyor and Valuer Disciplinary Services
This service involves the powers vested in the Surveyors Registration Board and the Valuers Registration Board to discipline practicing surveyors and valuers in Fiji concerning breaching of the rules and regulations and unethical practices.

Topographical Mapping Services
Design, construction and publication of the national topographic mapping series and Thematic maps such as Street maps for cities and towns and School maps. The maps are derived from aerial photographs and details are verified by field inspections. Such maps are available in hardcopy and digital formats and are used by other government agencies, land developers and planners, utility/infrastructure agencies, etc. and the public in general. This output also includes the production of Project Mapping of specific design and requirements for other government and private agencies. The Director of Lands and Surveyor General is the custodian of such information.

Cadastral Mapping Services
Compilation and maintenance of cadastral maps derived from survey plans and Native Land Commission surveys. Such maps show ownership and land tenure boundaries and are available in hardcopy and digital formats. Users of this output include other government agencies, land developers and planners, utility/infrastructure agencies, Local Authorities, etc. and the public in general. The Director of Lands and Surveyor General is the custodian of such information.

Aerial Photography Services
Negotiations and capture of aerial photographs required by government and private agencies as source data for specific purposes such as Agricultural Census, Soil and Crop Evaluation, Forest Monitoring, Squatter Monitoring, Disaster Management and other land and coastal monitoring and mapping activities.

Information Services
Collection, storage and supply of land and geographic information to support the social and economic development, administration, management and planning of limited land resources and environmental management of Fiji. This includes information on land surveying, survey plans, property valuation, thematic maps, legalities, land tenure and ownership. The Director of Lands and Surveyor General acts as the custodian of such data. The Government is committed to relocating exited ALTA tenants. This output involves the verification of expired ALTA Leases, collation and analysis of their socio-economic data and resettlement needs.

Fiji Public Service Survey Draughting Examination
Administration of the Fiji Public Service Survey Draughting Examination which includes the preparation and conduction of lectures and examinations. The candidates are nominated from personnel in government, statutory organisations and private agencies that are involved in survey engineering, draughting and other related activities
